Prime the model white. Paint the entire skin in Ulthuan Gray. Shade the recesses with either thinned-down Drakenhof Nightshade or very thinned-down Fenrisian Grey, carefully painting this shade paint directly into the recessed areas, rather than all-over. That will give you a very cold-looking, slightly blue-ish white.
Tiamet isnt in codex. Tiamet is not one of the main hive fleets unfortunately so you would need to make a custom one. Or just use the rules for whatever hive fleet you want and just paint your models like tiamet, nobody would ever know or care (I paint my models however I want and pick whatever hive fleet rules I want when I play).

Hive Fleet Tiamet are known for having diamond-hard carapace & chitin. Which makes them harder to kill. So "Adaptive Exoskeleton" is fitting for them though not sure for second custom choice.
